Spatial plans guiding development and land use in Cape Town available online

1 March 2023

The City of Cape Town’s Council approved the revised Municipal Spatial Development Framework (MSDF)

The DSDFs and EMFs guide spatial development and land use management on a district level; similarly, the MSDF determines the overall spatial vision for the Cape Town metropole.

The public can access these documents online, on the City's website as follows:

The revised DSDFs apply to the City's eight planning districts, namely:

•        Table Bay;

•        Blaauwberg;

•        Northern;

•        Tygerberg;

•        Helderberg;

•        Khayelitsha, Mitchells Plain and Greater Blue Downs;

•        Cape Flats; and

•        Southern

'The district plans are important planning documents as these also determine the strategic priorities, spatial elements and key projects specific to each district. These policy documents provide certainty to communities and developers; and guide and inform the City's decisions when we assess development, environmental and land use applications, and decide on spatial targeting of our investment and services upgrades,' said the City's Deputy Mayor and Mayoral Committee Member for Spatial Planning and Environment, Alderman Eddie Andrews.

The MSDF guides and informs the City's long-term planning and development on a macro, or municipal-wide level.

'The key objective is to establish a spatial form that will ensure that Cape Town becomes a city that responds to the contextual realities and scales our efforts to be more equitable, liveable, sustainable, resilient and efficient. We must pursue these policies in the midst of a growing population and a more unpredictable future with pandemics, climate change, pressure on engineering infrastructure services and electricity insecurity. I encourage residents to go online and peruse these documents for more information,' said Alderman Andrews.
