City temporarily takes over contracted refuse collection services in some areas

1 July 2016

In various areas across Cape Town, the City’s Solid Waste Management Department contracts out its collection services. The tenders which have been in place for the past three years to render these services terminated on 30 June 2016. The services concerned are the wheelie bin collection service and the recycling service to the communities that form part of the Think Twice Programme within these areas.

Waste collection tender challenges

Despite detailed planning by the City for a smooth handover by the successful bidders on 1 July 2016, unforeseen challenges have delayed the awarding of the new contracts in four of the areas. Procurement in two areas was successfully concluded and the service providers will commence work from 1 July 2016 in Khayelitsha, south of Spine Road, and Brown’s Farm, Philippi.

Over the last week, the Solid Waste Management Department has been working hard to put in place a contingency plan to ensure that customers are provided with a quality service directly from the City as of 1 July 2016. The four areas will be serviced by the City on the same days as they are normally serviced and the City will strive to ensure that the only difference residents will notice is the change in collection vehicles.

Change in collection schedule

The City would like to ask residents for their patience and understanding as there might be a variation in the times that they are accustomed to having their bins collected on those days. Additionally, the City understands that residents often get to know staff working on the beat in their area and that they come to feel like community members, and it is likely that there will be a change to these familiar faces.

The City will keep affected residents informed of changes as they occur and again thanks residents for their patience and support.

Suburbs that will be affected in the four areas are as follows:

  • Hout Bay: Hout Bay, Llandudno, Bakoven, Camps Bay, Clifton and Fresnaye
  • Far South: Muizenberg, St James, Kalk Bay, Fish Hoek, Glencairn, Simon’s Town, Sun Valley, Noordhoek, Kommetjie, Scarborough, Ocean View and Masiphumelele
  • Helderberg: Somerset West, Strand, Macassar, Sir Lowry’s Pass, Gordon’s Bay, Kogel Bay and Lwandle
  • Atlantic: Parklands, Sunningdale, Blouberg, Melkbosstrand, Atlantis, Mamre, Pella and Duynefontein
