We intend to submit a process plan outlining the drafting of the new term of office integrated development plan (IDP) (2027–2032) / amendment to council, and we want your input.

In terms of Section 28(2) of the Local Government: Municipal Systems Act, 2000 (Act 32 of 2000), municipalities must consult with local communities on the process that will be followed to plan, draft, adopt, and review the new IDP.

Your input will help us develop the process plan for the drafting of the next five-year IDP.

The main steps and proposed timelines of the process plan are outlined below.

Step 1: technical preparation and engagement

Commences after the November 2026 municipal elections

• Do technical preparation work, including analysis of current level of development and needs.
• Identify all mandatory plans and planning requirements in terms of national and provincial legislation.
• Engage with the community to establish their needs and priorities and invite the public to participate in the drafting / review of the IDP for a minimum of 21 days. (We intend to consult for more than 21 days to allow sufficient time over the festive season.) – November 2026 to January 2027.
• Consult with organs of state and other role-players.

Step 2: drafting of new term of office IDP/amendment of existing IDP.

• Drafting of new term of office IDP / amendment of existing IDP. – January 2027 to February 2027.

Step 3: public comment and adoption

• Table the draft IDP / proposed amendments in Council and obtain permission to make the draft IDP / proposed amendments available for public comment – March 2027.
• Make the draft IDP / proposed amendments available for public comment for a minimum of 21 days – March to April 2027.
• Review comments and make amendments to the draft IDP / proposed amendments.
• Mayor to submit the draft IDP / proposed amendments to Council for adoption – May/June 2027.

Step 4: making public the new IDP / amendments

• Make public the approved IDP / amendments – June 2027.

Annual review and amendment of the IDP

• Annual review and amendments of the IDP as per the approved IDP and budget time schedule.
