Comment on the proposed sale of City-owned property in Mitchells Plain

Notice is hereby given, in terms of the Management of certain of the City of Cape Town’s Immovable Property Policy (adopted by Council on 26 August 2010 C54/08/10), that we are considering the sale of the following City-owned property:

We plan to sell the property to Gerard’s Early Childhood Development Centre or its successor(s)-in-title for social care purposes.

Information statement

  • The fair market value of the capital asset to be disposed of is R3 850 000 (excluding VAT), for social care use. The value was determined using the comparable sales method of valuation, based on comparable market transactions for similar assets. The market value is to be reassessed if the transaction is not approved by the relevant decision-making authority of Council within 36 months from the date of valuation (i.e. by 30 June 2029). 
  • If a policy discount is applied in this transaction, then a suitable reversionary clause will be inserted on the title deed limiting the use of the subject property to social care purposes only. 
  • The Gerard’s Early Childhood Development Centre has operated on the land for over 12 years. 
  • The property is not required for any current or foreseeable municipal purposes. The City will transfer the land to the Non-Profit Organisation which will continue to provide a valuable public benefit to the surrounding community. 
  • The expected proceeds to be received by the Municipality from the transfer comprise a fair market related purchase price of R3 850 000, excluding VAT, together with future rates payable. 
  • All costs related to the transaction will be for the applicant’s accounts. 
  • The proposed transaction includes a call for alternative proposals. The call for alternatives is not limited to a single bidder and should include the proposed purchase price and proposed use.

In terms of section 17 of the Local Government: Municipal Systems Act, Act 32 of 2000, you can submit comments to the municipality in respect of the proposed lease.
